The Planetary Association for Clean Energy, Inc., a Canadian Learned
Society, has recently released several resources about the bioeffects of
low level EMF:

1) Basis of Electromagnetic Hygiene compiled by Dr. J.
Kulczycki which discusses the entire EM Spectrum Bioeffects plus
geomagnetic disturbances;
2) International Electromagnetics Directory - Who, What, Where in EMF
research, manufacturing, consulting and lobbying
3) Bioeffects of Weak Electromagnetic Fields - a selected annotated
bibliography of atomic, molecular, cellular, organic and whole organism
level effects, current through May 1994

The Association also publishes a Newsletter. A recent issue (Vol.7 No.2-3)
also deals on remedial and avoidance practices possible for EMF inside
houses and buildings.

The Association has several years (since 1979) of experience in EMF resources
development and monitoring protocol. They probably be willing to
participate in such an E-mail network.

	I would like to call the attention of biomechanics folks out there to 
the following new venture:	
	The 14th Annual meeting of the Society for Physical Regulation in 
Biology and Medicine will be held Oct.13-16 at the Hyatt Regency in 
Crystal City, near Washington DC.  The SPRBM (formerly the Bioelectrical 
Repair and Growth Soc.) has a scope which centers on the interaction of 
mechanical, electrical, magnetic, ultrasound, and other physical stimuli in 
biological systems.  Both clinical applications and basic cellular mechanisms 
are hot topics.
        This years conference inclused a special symposium on physical 
regulation and osteoporosis (co-sponsored by the National Osteoporosis 
Foundation).  The aim is to bring new physical/mechanical approaches to 
this medical problem.
        SPRBM is a SINGLE SESSION meeting, involving clinician, engineers,
physicists, biologists sharing their expertise via talks and great discussions.

Can anyone recommend a recent survey article covering the general
results observed from studying biological effects of (primarily)
60 Hz magntic fields on tissues/organs. Work that follows up on
"Effects of ELF(1-120Hz) and Modulated (50Hz) RF Fields on the
Efflux of Calcium Ions From Brain Tissue in Vitro", C. F. Blackman,
S. G. Benane, D. E. House, W. T Joines, Bioelectromagnetics 6,
1985, pp 1-11 is my primary interest.

A September 21, 1994 letter from Dan C. VanderMeer, NIEHS EMF Program Director 
addressed "Dear Colleague" states that "officials at the Department of Energy (DOE) 
will not permit NIEHS to use any of the EMF Program funds appropriated by Congress 
and contributed during the past year by non-governmental sources until October 1, 
1994."  He states that "this action by DOE was entirely unexpected, contrary to earlier 
guidance we had received from DOE program managers, and is devastating to the 
NIEHS efforts to date."  

Mr. VanderMeer states that the "practical effect of the decision is that all costs and 
commitments incurred by NIEHS in the past year for our contribution to the National 
EMF Program must be borne by NIEHS.  These costs include approximately $700,000 
in significant additional toxicologic and basic biomedical research into potential 
mechanisms of possible health effects."  In addition, the agency incurred additional 
costs in the range of $150,000.

In the final paragraph of his letter, Mr. VandrMeer suggests that "responsible officials in 
the DOE do not support the NIEHS participation in the EMF Program."  He continues 
that "In my opinion, these kinds of delays and obstructive behavior at DOE will continue 
to jeopardize my efforts to implement and manage a coherent and sustained EMF 
health effects research and risk communications program at NIEHS."

The following is an abstract presented at an epidemiology conference
in Como, Italy, by Ben Armstrong on 94/09/23.

The association between exposure to pulsed electro-magnetic fields and
cancer in electrical utility company workers from Quebec and France

We report the association between pulsed electromagnetic field (PEMF)
exposures and cancer in a nested case-control study of electrical
utility company workers in Quebec and France. Exposures were assessed
through a job-exposure matrix based on about 1000 person-weeks of
measurements from exposure meters worn by workers. The PEMF channel
of the meter was designed to compile the proportion of the time during
which the electric field is greater than 200 V/m in the 5 to 20 MHz
frequency band. However, this response was not formally calibrated
after the design stage.
Exposures were considerably higher in Quebec than France. The highest
exposed occupations were linemen and splicers.
No association was found between PEMFs and cancers previously suspected
of association with magnetic fields (leukemia, other hematopoietic
cancers, brain cancer, or melanoma).
However, there was a clear association between cumulative exposure to
PEMFs and lung cancer, with odd ratios rising to 3.11 (95% CI 1.60-6.04)
in the highest exposure group (84 cases). This association was largely

confined to Quebec, where there was a monotonic exposure response
relationship, with odds ratio of 6.67 (2.68-16.57) in the highest
exposed group (32 cases). The association was not explained by smoking
or other occupational exposures. However, in a crude SMR analysis, lung
cancer mortality of the Quebec workers overall was below that of the
general population-a partial contradiction of the above results.
The magnitude of the association between PEMF exposure and lung cancer
constitutes serious evidence for causality. However, several factors
limit the strength of this evidence, notably the lack of precision on
what the meters measured, the absence of prior evidence for such
an association, and the absence of an overall elevated SMR. Nevertheless
given the public health consequences if the association is causal,
testing this hypothesis with other data should be a priority.

There really have not been any comprehensive and critical reviews of power-
frequency field bioeffects published in the peer-reviewed literature, 
although there have been reviews of specific topics like genotoxicity and 
promotion effects.

The best I can suggest are two publication from the UK National Radiation 
Protection Board:
